Title IX, Clery Act, VAWA

Title IX of the Education Amendments of 1972 (20 U.S.C. § 1681) is an all-encompassing federal law that prohibits discrimination based on the gender of students and employees of educational institutions which receive federal financial assistance.

The Clery Act, first enacted in 1990 and amended in 1998, requires higher education institutions to report crime statistics to current & prospective students & employees. Jeanne Clery was raped and murdered in her dorm room at Lehigh University in 1986. Her killer was another student. Her parents believe she would have been more cautious if she had known about other violent crimes at Lehigh.

Title IX Coordinators

DSLCC has designated April Tolley, Director of Human Resources, as the Title IX Coordinator. She is charged with monitoring compliance with these regulations. Questions regarding Title IX, as well as concerns and complaints of non-compliance, may be directed to her.

DSLCC has also designated Matt McGraw, AVP Institutional Effectiveness & Academic Services as Deputy Title IX Coordinator for Student Sexual Misconduct. He is responsible for receiving student complaints of sexual harassment, including sexual assault, sexual violence or other sexual misconduct.

Dabney S. Lancaster Community College is committed to providing an environment that is free from harassment and discrimination based on any status protected by law.

Complaints Under Title IX, Sexual Assault, or Domestic Violence at DSLCC

Students:

If you are a student who believes you have been or are the victim of sexual harassment, including sexual assault, sexual violence or other sexual misconduct, or any other form of gender discrimination under Title IX or VAWA, you may report such misconduct or file a formal complaint under Title IX with the Deputy Title IX Coordinator for Student Sexual Misconduct.

Employees:

If you are an employee who believes you have been subjected to discrimination under Title IX, including sexual harassment, or who wishes to file a complaint under Title IX, you can do so with the Title IX Coordinator in the Human Resources Office.

Federal and state laws prohibit the taking of retaliatory measures against any individual who files a complaint in good faith.

The rights of both the accused and the complainant shall be protected, and the complainant’s sexual history will be excluded in campus proceedings. The confidentiality of proceedings will be maintained to the fullest extent possible.
