JRGS is a cooperative venture of Alleghany County Public Schools, Bath County Public Schools, Botetourt County Public Schools, Buena Vista City Public Schools, Covington City Public Schools and Dabney S. Lancaster Community College in Clifton Forge.  The school is located on the DSLCC campus in Clifton Forge.  It is operated by a governing board composed of representatives of the participating school boards.

JRGS is one of seventeen academic-year Governor's Schools in Virginia.  Students come to the DSLCC campus in the morning and return to their high schools for classes in English, social studies, and electives.  They also have opportunities to participate in extra-curricular activities such as clubs, athletics, and the performing arts at their high schools.  Dr. Richard Teaff, DSLCC President, is pleased that the college serves as the site of the JRGS.  He points out that the program encourages student performance at the highest levels of achievement, stating, "Career opportunities for students who excel in mathematics, science and technologies are virtually limitless. JRGS participants have a wonderful learning experience and a strong foundation for continued success in college and entering the career path that they have chosen."
